Why the fee is what it is
USDT is a smart-contract token, so every transfer spends energy (about 64,285) and bandwidth (345 bytes). If your account has none, the network burns TRX instead at the current price of 100 SUN per energy.
The energy price is a network parameter set by Super Representative votes, and the fee in dollars also moves with the TRX price. Sending to an address that never held USDT costs about twice as much.

Sending USDT on TRON costs about 6.77 TRX ($2.26) if the recipient already holds USDT, and about 13.37 TRX ($4.46) if they never held it — when you pay by burning TRX. With staked or rented energy it costs much less.
Why does USDT on TRON cost more to a new address?
The USDT contract has to create a balance entry for an address that never held USDT. That uses about 130,285 energy instead of 64,285, roughly doubling the fee.
Why do I need TRX to send USDT?
USDT is a TRC-20 token: every transfer runs its smart contract, which consumes energy and bandwidth paid in TRX. Without TRX, staked energy or a GasFree wallet the transfer fails.
How much does it cost to send TRX?
A plain TRX transfer needs only bandwidth (about 268 bytes). The daily free allowance usually covers it; otherwise about 0.268 TRX is burned.
